China-RoHS is being implemented in Two distinct Phases.
PHASE
1 (一期) March 1, 2007:Labeling
requirement for Products or MAJOR
detachable product sub-components only listed as Electronic Information

will indicate substances above the MCVs and also the Environment-Friendly Use
Period (EFUP).
Labeling
requirements only apply “to the end product but label information must cover
all component parts of the product”.

Measures requires the substitution of various heavy metals (Lead, Mercury,
Cadmium and Hexavalent Chromium plus Brominated flame retardants
(polybrominated biphenyls (PBB) or polybrominated diphenyl ethers (PBDE) plus
Other toxic or harmful substances or elements prescribed by the state in
Electronic Information Products.
10) What are “Electronic Information Products”电子信息产品as defined by the Measures ?
The Measure
states that this refers to “electronic radar products, electronic communication
products, broadcast and television products, computer products, household
electronic products, electronic measurement instrument products, security
products for electron, electronic component products, electronic application
products, electronic material products, and other relative products and their
accessory parts”.
11) What does
NO it is different. The time that a product is “being put
on the market” is the “production date” - the date the product comes off the
production line.
12) Is
The Maximum
Concentration Values最高浓度值 (MCVs) or “Threshold limits” for the 6 specified substances
are the same but there are critical differences.
13) How is
The main differences are:
A) China RoHS has NO EXEMPTIONS (没有豁免).
B) China RoHS requires specific Labeling of End
Product indicating substances
above the MCVs plus the Environment-Friendly
Use Period (EFUP).

At the time of publication, there are still NO EXEMPTIONS (没有豁免).contemplated.
15) What are the specific amounts permissible of these 6 substances
by the
The substances Maximum Concentration Values (MCVs) or “Threshold Amounts” are defined in this standard “Requirements for Concentration Limits for Certain Hazardous Substances in Electronic Information Products” SJ/T 11363-2006, “MCV standard” pdf. These limits ARE THE SAME AS EU RoHS before exemptions.
16) What is a HOMOGENEOUS material under
This would be a material that cannot be mechanically separated into
different materials and is less than 4mm3 in volume for small components.
Note: This is a different definition than EU RoHS (e.g. Plating on a Chip Capacitor would not require separation).
17) How does this influence the
calculation of concentration levels in a part?
If the entire component (if it is less than 4mm3 in volume is
below the requirement of 0.1% Lead then it would be considered compliant to
China RoHS,
even though the plating by itself may exceed the 0.1% Lead MCV.
18) Is the China Ministry of Information Industry going to support or
endorse the use of IPC-1752 as a global material declararation standard.
NO, the Ministry of Information Industry has not shown any interest in this.
19) How does Amphenol
Since all Amphenol Divisions operate separately, Amphenol Canada Corp can
only answer questions about the parts from our division. However, we will
either
forward the documentation or direct you, as far as possible, to the
appropriate Amphenol Division that relates to the parts in question if they are
not ours.

20) Does Amphenol
The Measures do not require this but we will provide a China RoHS CofC after our Quality Assurance Dept verifies the individual component compliance records.
21) Does Amphenol
The Measures do not require a COMPONENT supplier to do this. However, we will provide a Material Declaration Sheet (MDS) with similar data, if requested.
22) How does Amphenol
Although it is difficult to have absolute guarantees of RoHS compliance,
Amphenol
Like other manufacturers we request all of our vendors to provide their
own China RoHS CofCs or Third Party Test Reports for their RoHS processes.
Our own Quality Assurance Labs then confirm the vendor’s processes as
being China RoHS compliant.
Also, we audit all of our world-wide suppliers regularly with planned
on-site inspections with ratings given to each vendor.
